OK, here's my take on it:
JoePa was told about one alleged incident by a grad student, but didn't see it himself. Had he seen it, I think he would have had a legal duty to inform the cops, and that duty would've superseded any duty that he had to the University.
BUT HE DIDN'T SEE IT. All he had was an unsubstantiated allegation, from someone who may have been lying (for who knows what reason). At this point, he certainly had an obligation to inform his superiors (which he apparently did), so that they could investigate the situation. If the University found the allegation to be substantiated, or at least probably so, they should then have brought the cops in.
If JoePa had gone outside the chain of command...if he had taken a mere allegation to the cops on his own, he probably would have been fired THEN. Seems to me that the old fellow's getting a raw deal.
