It is obvious, if the Sammie trade rumors are true, that the Rams are dumping large salaries of unproductive players. Long, Wells, and Sammie fit that category. All three have been expensive and hurt most of their time with the Rams. That is apparently getting people a ticket out the door. Sammie didn't help matters by refusing to renegotiate his contract to a lower salary like Chris Long did, twice. I'll bet they trade Sammie and Pead at some point in the near future.

21m but that includes what we will have to pay our draft class to this year. so we are in good shape

I doubt Pead would be a salary dump. Maybe just a roster spot dump. But he is on the cheap. I might bet he makes it to the final cut if he makes it to training camp...
