How many teams play 13 guys?

None.

That was a procedural move by the NBA a few years ago to make it easier for teams to juggle actives and inactives seamlessly.

Every year there are multiple guys playing 10 minutes or less with 12. We don’t need to expand rosters and muddy that even more.

The point is there are too few all stars each year with 15 teams in each conference

Yeah, but that was a totally unnecessary mess of their own making.

And that to me just means they aren’t the biggest loser.

Not every trade has a winner.

Sometimes everybody wins, sometimes both sides lose.
