Come to think of it, if I'm a coach on a controversial scoring play by my team why wouldn't I throw a flag to use the rule in my favor? Am I missing something?

I disagree. Defensive players can't go much lower. He kept his head up, aimed for the chest. You can't hit a QB below the knees. You can't hit him in the head. You have to be able to let players hit them in the chest, or we may as well just give the QB flags and prohibit hitting them altogether.
