Weren't the Titans in a similar game with the Saints like a year or two ago and started Tannehill (and Henry) anyways? Something smells about how they view Willis, seems a bit sour now. Maybe it's just me.This game is really unusual one. It literally doesnt matter if the Titans win or lose. Their playoff chances all come down to the following week against Jacksonville. So they will throw Dobbs out there knowing if he is equally awful to Willis that they still can make the change if they needed to next week.
Not too often we see a week 17 preseason game but that really is what the Titans & Jags are playing this week.

This move probably has more to do with ensuring Willis will be active for Week 18 against the Jaguars in a game that will decide the winner of the AFC South. With Ryan Tannehill already ruled out for the regular season, sitting Willis in favor of journeyman Joshua Dobbs gives the Titans their best option at quarterback heading into next week. Willis has thrown for 276 yards, no touchdowns and three interceptions for the Titans this season and rushed for another 123 yards and one score.
