The problem with trying to argue if things he tweets may break the law or put him in civil/legal jeopardy is the "laws" of reason and logic don't seem to apply to the Cheeto. Maybe they can film a prelude where a cadet (Tom Holland?) is tasked to fill out paperwork, get signatures, then file them, then wait a few weeks until the proper permits are approved.
Then maybe an epilogue where the cadet is elderly and is shown typing something up - the camera zooms in and you see the last words on the page: "And that was how we spent those few weeks Saving Private Ryan". Then he looks to the camera, smiles and the screen fades out.
