The new rule: Pitchers will have 15 seconds to throw a pitch with the bases empty and 20 seconds with a runner on base. Hitters will need to be in the batter's box with eight seconds on the pitch clock.
There will be alot of attempted exploitation of this specific pitch rule change.
After the 2nd toss over to 1st base, the runner could theoretically nearly get a running start / VERY early jump on his steal attempt once the clock ticks to the 19 second mark.
But then again, does the fine print of this rule make statements related to the pitcher simply stepping back OFF the rubber at which point he can make a fake attempt to 1st base ? Or does the 20 second rule over ride and prevent this from happening ??
So many unknowns on what to expect
