Filming of opposing teams' signals during games was never illegal by the rulebook.
The league did send a memo out saying "don't film signals except from certain locations".
The Patriots ignored the memo and continued to abide by the rulebook.
The league drastically punished the Patriots for that.
But until the memo went out, all those tapes, notes and so on were 100% within the rules.

the problem is, thats as much a guess as it is a fact.It's all about the cover up. Worse than the original crime. Collusion between Goodell and the Patriots organization (and the wider league).
They went to these methods to stop a wider investigation that may have included Congressional testimony.
