You wouldn't really notice the difference anyway. 48fps with interpolation (animated motion blur) versus 24fps with interpolation will look the same. They may charge more since it's double the film cost.

so Smaug wont be until the 2nd movie. I guess they will 100% use the entire book start to finish for this. I love Peter Jackson.
