My understanding is the cap number is tied to the strength of the Canadian dollar, which is why the cap increase estimates went down almost nothing when the Canadian dollar tanked not long before the end of last season, thereby screwing the Hawks (ha!ha!) who never would have given Kane/Toews the 10m/yr contracts if they knew the cap would not move. (I knew Hawks were royally screwed when the cap did not go up. Unfortunately the bastards signed Panarin for next to nothing, without which Kane would not be scoring like he is and the Hawks would be much worse off with no chance to repeat.) Also, the Hawks' experience is why Kopitar is going to sign for under 10m/yr.
