I don't fully understand it, but it's a way to trade a player after the trade deadline. You have to put them on waivers, and then if a team picks them up you attempt to make a deal. Apparently it doesn't work out all that often. A LOT of guys have been on waivers this year.

That's the way the big ones go, yes. If a team is putting a big money player on them they're clearing space (ala the Red Sox-Dodgers trade last week). Doesn't prevent other teams from putting in claims. The Pirates have been putting in quite a few, but if a team below puts in a claim? Well, kinda screwed there. Not sure the team that claims can "pass" if a deal doesn't work. I think most of it is for GMs to test the waters for the offseason. Justin Upton was put on them too, and I'm pretty sure he's gonna be an offseason trade candidate.
