My guess, at least as far as this season is concerned, is that the first requirement won't pass. If you're a team up against the cap post-deadline and can't sign him, why make it so that a Cup rival with some cap space left can do so? Summer is a different story but I can't see it now.

Someone posted an article recently (sorry, don't remember who) that said essentially that Kovy could re-sign with the Devils without having to get approval from all 30 teams since that's the team he retired with.
I doubt the Devils would have any interest in having him, but I could see them looking to sign him and flip him if they could get all of that done by Monday.
