Okay fine I'll compare him to Strome who will be a RFA at the end of next season. I know Strome is going to get a nice raise, but I'll be very surprised if it's remotely close to 6.5 per year. The Rangers overpaid.
Strome is RFA for another 5 years. Stepan was UFA next summer. You do understand the difference that makes, right?

The league has changed. The Hamilton, Saad & Tarasenko situations can happen to every team in the league. The Islanders aren't a cap floor team anymore. Okposo & Nielsen are going to be UFA's at the end of the season. Strome is going to have a big season. Garth has some difficult decisions to make concerning the cap. This offseason he's signed Lee & Hickey. Brock Nelson is waiting to be signed. That cap space can go quickly.

Stepan got what he got because the Rags needed him and he's pretty good at what he does, even if he isn't 1C on the level of JT or Sid or whoever.

That's fine, but the cap implications for the Rangers could be big. I understand why they signed him. I just don't like the contract. At least it's better than the contract the Sabres gave O'Reilly. That deal is awful. Then again Buffalo has given a number of bad contracts to players in recent years.

Hmmm, that's odd. All those years I was told that Derrick Brassard was the #1C every team wanted and he complained about anyone who got more minutes than him.
