It wasn't fair to the kid if he was under the belief he was going to actually call a play then someone on the staff might have thought about straightening it out. Why he would go public with it is far beyond me.

Seriously though, the play probably would've had a better chance to succeed than a lot of the boneheaded plays that were called by Watson.
