I'd take Ruggs over Lamb or Jeudy simply on mismatches, the vertical speed to stretch defenses underneath, and Shanahan's creative schemes - jet sweeps and stuff. Still not for taking any receiver at 13, however.
If...IF we go WR at 13th, Lamb is described as an all-around No. 1 WR. We should be looking for a No. 1 WR meaning overall abilities short medium and long. No doubt Ruggs can stretch the field like no other prospect, but is he as good an overall WR as Lamb? Maybe or maybe not i don't know, but i wouldn't draft a WR at 13th, to "stretch the field".
This guy likes Lamb but seems to me Jeudy is a better all around WR?
Anyway, i'm also for Kinlaw or Brown if available.
