They are going all in on Baker MayfieldImo, Carr's biggest problem is a coach who couldn't/wouldn't change his offense to fit the QB he had from the QB he thought he was going to have.
Maybe he got old over the off-season and has had a "fell off a cliff" type of decline, but that's not what usually happens with QB's, which points to the coach/system more than the QB.

Would he be considered much of an upgrade if signed this offseason to replace Carr? Garoppolo is also widely hated on, but is among the leaders in INT % and is 7-3.
W/L record really shouldn't be a QB stat IMO, and that's 4 of your 5 bullet points. The Raiders have been a bit of a mess and kinda went backwards this year even after adding Adams. Coaching and roster management has a lot to do with it as much or more than Carr's limitations.
