Absolutely. As much as the league needs to keep a close eye on this type of stuff, if they could have accessed the video they should have immediately.

Having said that, I don't know enough about the legal aspects of a situation like this to say if anyone other than police and prosecutors could have access to video like this until it is released publicly. I think they usually keep things like this to themselves until they decide whether they are going to prosecute or not but I'm not a hundred percent positive
