it was already pointed out where it didI think once many years ago....Nebraska and OU fans can confirm this....the Sooners played the Huskers in the Orange Bowl.
Other than that, I can't think of it happening in just a regular bowl game.

To my knowledge, the B1G doesn't play FCS teams, so at least the matchup should be a little better. Worst case, schedule a neutral site game with a P5 opponent.

In 2020 there are 7 Big10 teams playing FCS schools.
9-4 Ill-Ill State
9-5 Rutgers vs Monmouth
9-5 Maryland vs Towson
9-5 Iowa vs Northern Iowa
9-12 Minnesota vs Tenn Tech
9-12 Wisconsin vs Southern Ill
9-19 Nebraska vs South Dakota State

Are there rules that prohibit conference teams from playing bowl games against each other(outside the CFP)? There are times that a good matchup could have occurred if they hadn't played already in the regular season. i.e, Penn St and Wisconsin last year.
A few others off the top of my head...There is no NCAA rule prohibiting a match-up of same-conference teams in bowl games, and I am unaware of any conferences that restrict this from happening. But most leagues probably try to avoid this scenario.
There have been at least four instances of this happening, and each one was a re-match of a regular season game:
1946 Gator Bowl, Wake Forest beat South Carolina 28-14 after the teams fought to a 14-14 tie in the regular season (ACC).
1960 Sugar Bowl, Ole Miss blanked LSU 21-0 after the Tigers won the first match-up 7-3 (SEC).
1979 Orange Bowl, Oklahoma avenged a 17-14 regular season loss to Nebraska with a 31-24 triumph over the Corn Huskers (Big 8).
2012 BCS National Championship, Alabama crushed LSU 21-0 after the Tigers slipped by the Tide 9-6 (OT) in the regular season (SEC).
I believe there was also a game in which two members of the Mountain West met up after not playing each other in the regular season.
There have also been numerous re-matches of non-conference teams in bowl games after the same teams played each other in the regular season.
Yeah, we already discussed how the B1G recently changed their rules back to allow FCS teams.
I don't believe they ever had a rule that said they couldn't, rather it was asked of teams, not to schedule them.
They have always had some teams playing 1-AA's.

Semantics or not...the article said they won't be playing FCS schools after 2016. This coming year is 2020 and
7 are still scheduling these teams. Plus if folks will look at their future schedules they have 1-AA's booked thru 2024.
It sounded nice, but if they want to have more than 6 teams bowl eligible they must play a 1-AA as one of their 3
OOC games.
Speaking of Bowl matchups, I would like to see the Big 12 Champion vs ACC Champion if they are not in the College Football Playoff (or the second placed team if the champion is in the playoff). Playing at the Orange Bowl would be a nice site.
