They simply need to holding penalties to be reviewed. Not every penalty but certain ones.

I would say PI, Face Mask, roughing the QB, and helmet to helmet flags.

All reviews should come from the booth though IMO

Its asinine to say one non call or one call decided the game. what about the rams having 7 penalties for 64 yards, and the saints 3 for 20, they didnt determine anything. Saints were up 13-0, and lost, that didnt occur due to one non call at the end of the game.
