No.
They need to negotiate a deal with him.
If they tag him can't they set the tenure at a first round pick? On of the Eagles position of need is CB have to wonder if something along those lines could be done?

First round pick on a CB that will take a year least to get to where JC is now?

It would give BB the draft capital to manipulate the draft. He could trade out of round one with both pick and gain more capital. For what ever reason this team has the knack to take DBs late in the draft and have them work out. The Pats are cap tight and still in rebuild mode, I could see this a very beneficial. Just not sure what JC s value could be set at.

Meaning: Non-exclusive tags are most commonly used. It means a team will pay the tagged player no less than the average of the five highest salaries at the player’s position over the last five years, or 120 percent of the player’s cap number from the previous season, whichever is greater. The player is allowed to negotiate with other teams, but his current team can match any offer sheet. If a player's current team declines to match another team's offer, it will be awarded two first-round draft picks as compensation.

And that he would be willing to play under the tag, he would not hold out.

Jackson said the Patriots did approach him during the season about a potential extension, but that no deal came from those talks.

“It was all positive things,” he said. “I wanted to focus on ball at the time. I wanted to finish the season the right way. I didn’t really come back to them on it.”

So he has some ownership in the line of communication as well.

And to be honest its still a way from FA there is time.

Some years yes, some no.

Here's a look at who BB drafted for CB's Undrafted FA's not included because you cannot bank on an UFA signing, or being there to sign. So Malcom Butler and JC Jackson do not make the list. Also, some were good CB's but did not make the NFL grade or Patriots grade...or were made from glass.
I give it 4 years of drafting CB's well.

'01 - Brock Williams, Leonard Myers
'02 - None
'03 - Eugene Wilson, Asante Samuel - A good CB Draft
'04 - Christian Morton
'05 - Ellis Hobbs - A good CB Draft
'06 - None
'07 - Mike Richardson
'08 - Terrence Wheatley, Jonathan Wilhite
'09 - Darius Butler - A good CB Draft
'10 - Devin McCourty - A good CB Draft
'11 - Ras-I Dowling, Malcolm Williams
'12 - Alfonzo Dennard
'13 - Logan Ryan
'14 - Jemea Thomas
'15 - Darryl Roberts
'16 - Cyrus Jones
'17 - None
'18 - Duke Dawson, Keion Crossen
'19 - Joejuan Williams, Ken Webster
'20 - None
'21 - None
