I would say the best course of action is to opt for the surgery and be healthy and ready for the playoffs.
A) His sole defining attribute is his explosiveness and if his explosiveness is diminished by the hip it turns him from being an explosive playmaker to just another guy.
B) Based on his position he's going to get in that area a lot. Yes Chancellor played with the same injury but he doesn't have to worry about getting tackled and hit on the hip every time he touches the ball. With the WR and RB position there is a much higher chance of making that injury worse just due to the nature of the position. Let's not forget he plays in the NFC West where he's going to see some of the most physical defenses in the league 6 times this season.
I just think you have to consider long term health and the fact that you don't want him to play through it and hurt it worse in week 5 and miss the entire rest of the season. The Seahawks are fully capable of making the playoffs without Harvin and if I was the Seahawks I would much rather a healthy Harvin late in the season and in the playoffs.
