Quarterbacks are protected as passers, if they leave the pocket and take off running you're free to blast them the same as any other runner.
When the word "foot" is in the name of the sport, then yes, the kickers count. Every change of possession not involving a turnover involves a kick. Football is about scoring points, not about the ability to take or deliver a big hit. If that were the case I guess you couldn't call QBs football players either.
Ya, maybe in theory. Try blasting Brady or Manning with a vicious blind side hit that de-cleats them while they are a runner and see if you don't get flagged.
Jon Ryan (Seattle Punter) said he had never heard that kicker's were considered defenseless throughout the play until the Huber hit. I don't think anyone knew about it until after last weekend. I've seen plenty of kickers take big hits over the years without flags. Not so much with star QB's.
