Wasn't it still based on assumption of how the HRR went? In the league's eyes from what they were saying the split never reached 50/50.

I believe this one more than anythng else. Wasnt it said that Fehr can only recommend thing and not actually be "the final word". This is has been the fault of the owners from day 1.
