It appears that he did. He told teammates he likes the ball 'a certain way' which sure sounds like an admission that he at least knew someone was doing this for him. Between this and Belichick's statement, all signs are pointing to Tom now.

The rulebook says it's a $25,000 fine. That's about what I expect too. As John Madden pointed out it has to be on Brady, not Belichek or the ballboy. - There won't be a suspension.

Brad Johnson, the QB for the bucs said he had paid someone money to do it for the Super Bowl he was in. Matt Leinart said that he only knew of one QB who didn't do it, and that was Kurt Warner and it was because Kurt wore gloves. To be completely honest, I wouldn't be surprised if Russell Wilson and Aaron Rodgers did the same thing.

The rulebook gives a baseline of 25K fine, but it could be more ... according to the 'wording' of the rule.
