Reading on nhl.com looks like picks 9-15 are given to the qualifier losers in reverse win percentage order. Leafs had the third best win % of the losers, so they will bet either 13 (more likely) or 14 ("if" PIT or EDM get the #1). Well, yeah I guess CAR gets 13 or 14.

MIN had the worst win % of the losers, so they get either 1 or 9.
