It was but Trump stopped enforcing it and like many things Trump did Biden wasn’t in any rush to change it. Earlier this year they agreed to a revised agreement which Trudeau desperately needed at that point because unlike his stance in 2017 when he posted on Twitter that our borders were open to all to score political points off Trump he realized people aren’t actually fans of unregulated immigration all that much.Thought the STCA was actually signed in 2002, and it was only for refugees crossing between the borders for both US and Canada, nothing to do with protecting countries.
And the agreement this year was to allow both countries to send back asylum seekers who didn't cross at official ports of entry and in return Canada agreed to allow more people in legally.
As for what is going on in Haiti that should be an issue the UN takes care of. I do know Kenya agreed to send troops initially so her comments probably pertain to that?

But that deal seemed very one way to me, which is weird because the US never gives Canada anything for free. They had been having trouble getting countries on board to help out with Haiti, had been pressuring Canada to take a leading role but we wanted nothing to do with it because it’s a failed state that isn’t worth the effort anymore.
Now all the sudden Joly is talking about how “Canadians want to do more” for Haiti. I’m sure we’re already sending aid and helping the few organizations still willing to risk their people’s lives there, so my guess is they’re laying groundwork to send troops to help which seems like a terrible idea. And my guess is this was the deal they struck with Biden to get him to play ball on Roxham, because trusting American leaders to hold their ends of 20 year old agreements is asking a lot regardless who’s in power I guess.
