It happened years ago at my former workplace in south burnaby. Esls syphoning crew initially would cut through our fencing to get into the yard and suck away. Then we got wise to it and had the guys park our service vehicles pointing in opposite directions as close together as possible so the gas caps were inaccessible. So they drilled the tanks we were not wise afterall

I think it's more about educating people and thinking about the long term solutions though @dash .
