How did they let what happen? You said he didn't tamper with the balls.

Basically, if the NFL knew the balls were underinflated why did they allow them to play the game with them? Why not make sure the balls have the right air pressure and then monitor the balls? Why was someone allowed to let the air out? Or even touch the balls for that matter?
