Unfortunately, as a Seahawk fan I now have some experience in reading this kind of message. If the message is correct, the problem is a substance abuse and not a PED issue.
IIRC, an indefinate suspension requires him to be at a stage 3 level meaning he has had this problem before and has been previously warned.
