Wrestlevotes has legit sources in the company. That's been proven on numerous occasions. I'm as skeptical of random twitter accounts as anyone but he's uncovered too many random "scoops" to not have inside intel. Most recently it was Samoa Joe failing a drug test. Major sites like Pwinsider disputed it and then it turned out to be true. How would someone have known something so random unless they were getting inside info? That wasn't a lucky guess.
Dutch Mantel says WWE is looking to sell. If that's the case they'll want to shave as much of the payroll as possible. Only a handful of wrestlers on the roster make the brand more attractive to a prospective buyer and the rest are dispensable.
Even if they're not for sale the roster is bloated and they're probably looking to trim it.

I think that the Rusev thing was also partially because I believe he was hinting around that he was looking to get out (back in the winter if memory serves), so it was easy enough just to cut bait with the guy, among some of the other cuts for people that had been wanting out.I figure this means they are working something out. Rusev's contract was set to expire shortly after Mania and the two sides hit a snag in negotiations in February and they just took him off TV. He was let go in that Black Wednesday cuts but it was more likely he left on his on accord and that's when they chose to announce it. Gulak's contract just ran out because they couldn't come to an extension. I'm sure this is just an extremely rare situation and I'm sure WWE is trying to get something done ASAP. He would definitely be a big loss if he went to another company.
Meltzer, today, is saying he asked for a raise and WWE said no. They've basically been haggling over numbers since. So I feel like if they were dead set on not paying him a single dime more, they wouldn't have left him on TV knowing he was going to leave. I agree with you that they probably think they can get something done.
However, since his contract did run out, he's free to work wherever immediately (no waiting period). It would be kind of cool if he showed up as a mystery entrant in the Casino Ladder Match at Double or Nothing next week
