Although it is true that Baylor and TCU have "risen from the ashes" so to speak, it is easier for them to do it then other bottom tier programs because of their proximity around great high school football programs. Texas has a wealth of talent and some of the best players go unnoticed by recruiting services such as Rivals. It also has to do with TCU and Baylor converting guys from other sports such as track into football players. Coaching is just as important especially with what Gary Patterson has done in recent years. The guy gets the best out of his players and those 2 and 3-star recruits will play like 5-stars for him.
