And since we all know he's going to get SOMETHING - the Commish is going to have full control over just how long that is...I did read it.
It says if the discipline officer/group say no punishment the commissioner cannot over rule that, but if discipline is warranted the Commissioner has full authority to do as he pleases.
That said, if any discipline whatsoever is imposed by the Disciplinary Officer (including, presumably, even a fine), the Commissioner has the power to “modify or increase” the punishment to whatever he wants it to be.
Thus, the Commissioner continues to have full and final say over all discipline under the Personal Conduct Policy. The Commissioner’s powers become short-circuited only if/when the Disciplinary Officer concludes that the player should experience no discipline. If any discipline is imposed, the Commissioner can change it in any way that he wants. With no appeal rights beyond that.

Really the only thing Goodell doesn't control is if a player warrants discipline or not.If Goodell controls the appeal he basically controls the final suspension. It's kind of BS and another example of the NFLPA being bent over.

The injury excuse is just an excuse, if the team planned on Baker taking any snaps, they'd of had him in camp just to watch practice and read plays.
