Yeah, it could, if the ISP hasn't gotten the DNS changes for the CDN. It makes perfect sense actually. All images and cachables are on the CDN, which is 95% of the site.

I've seen it take 3 weeks here at work...do a lot of VoIP stuff here, and when we make changes it can take weeks for it to get around...telecom companies don't really play well with eachother...we're managed by AT&T, Verizon is notoriously slow getting up to date...

It should take five minutes and often does. But I've seen people complain for a solid week before and then all the sudden the site works like someone flipped a switch. It's frustrating as fuck.
