Never understood doing it in the 10th. If a game got to the 14th or 15th then i could live with it.

My proposal:

10th - no runner on, starts like any other inning
11th - runner on 1st
12th - runner on 2nd
13th - runner on 3rd
14th etc, - runner on 3rd

Gives them some time to work out the tie between themselves. And just about guarantees a game won't go longer than 13th or 14th.
