O's weren't trying to hit Judge. As others have noted, pitcher did not have great command. Whether he should be pitching inside when he can't command it is another story.

Well, genius, considering he hit Judge inside in the 3rd and Torres inside in the 5th he clearly could not command pitches inside.

He can keep trying it, and keep missing, and eventually the other team is gonna retaliate.
