Yes. Anything outside the allowable limits as set forth in the rule book is cheating if you do it on purpose. Hell, even if it is accidental its still cheating.

The funny things is that is does not matter who the fuck said anything. What is important is the integrity of the game and following the rules that everyone knows that is there.
It would be better if the players read up on the rules to know what could happen to them if they decided to break the rules. They should also read up on the rules as to what can happen to them if they do no cooperate in an investigation that is being done by the NFL.
