Well there has to be a limit of some kind doesn't there? Brady might have only been underflating balls by half a pound so people think "no big deal", but at what point do we say it's too much. Could Brady have let out 3 pounds and had people say it's no big deal? I doubt it. So there has to be a line in the sand you don't cross. The league said that line is 12.5 pounds. Anything under that is technically cheating. There is no other way to say it.
