The Rock I think just announced he'd make an appearance? Not clear if that means a match.

Yes, Rock did announce he will be at Wrestlemania this year, they said that on RAW monday. With Ronda out of UFC being suspended for fighting with a broken jaw, and possibly a year away, they might get that stephanie and HHH match they wanted.

I am not sure if it would be rock vs lesnar. I remember how fired up stone cold got when they started mentioning a possible match with Lesnar, but between his knees and neck, I truly doubt he is going to do it, he is risking paralysis, no matter how fake it is.

It really looks that Vincent Kennedy wants a stone cold like rivalry with Roman, so there are a few ways that can end up going.
