This is what @The Q was talking about when he said the Lakers will operate as an over the cap team.

Seeing how the Lakers have operated of late- I bet they use the 23M in cap room and save the $---- where the 45M- could be dealt for players- and then even re-dealt again eventually- if you wanted to spend money and had confidence in your front office.
