The idea would be to make changes for all teams to have relief signing their homegrown players not just the Warriors.
The NFL is the envy of all leagues from an owner and fans point of view. Literally any team can win.
That's the difference between 25 starters (11 offense, 11 defense, kicker, punter, long snapper) vs 5 in the NBA. Single elimination playoffs are a huge factor too. 17 games vs 82. Owner has a cap to deal with to keep things even. Worst teams get the best draft picks and trading up comes at a huge cost. Every thing plays to competitive balance. Super rich owners can't sway the balance.
Baseball is a mess. No real cap, huge gap between the aggressive spenders and the cheap teams. 162 game regular season being made less and less important by stupid playoff changes to include more teams.
I'm always in favor of more regulation for competitive balance, even if less would benefit my teams, notably the Dodgers of course, as well as the Lakers (when they have good management - certainly wouldn't expect the current front office to take proper advantage).

The nfls claim of superb competitive balance is a myth
Sure it has some, but not nearly as much as the average fan claims
And the number one reason for any type of balance is not a cap, it’s revenue sharing
The problem for mlb is that some teams don’t even spend up to the revenue sharing amount on player payroll.
Revenue sharing plus a floor is the optimal model
A floor is certainly a key if you're going to penalize the big spenders or revenue share.
The players could get that if they would accept a reasonable salary cap. They won’t.Every mlb team should have at least a 100m payroll since the shared revenue and media revenue is alone enough to cover that
The one game a week thing is a huge thing for fans too. Much easier to devote time to watch the games. 17 vs 82 vs 162.
