Garrett grabbed him shortly after he threw the ball away. That part was fine.
After Garrett wrapped him up, he spun him around and threw him to the ground well after the ball was gone. That is a 15 yard penalty almost every time.

Him being provoked doesn't matter. Heat of passion doesn't matter. Whether or not Rudolph was hurt only matter in terms of punishment from the league and what retribution Garrett would face in future games (and not just from the Steelers).

Quarterbacks try to grow big balls and take on guys they have no business messing with, all the time.
What guys don't do all the time is what Garrett did.
Everything that happened prior to Garrett swinging that helmet happens all the time. Whether it happens in practice during the week, or in a game, or both, those things happen all the time.
The things that don't happen all the time, started with Garrett swinging that helmet. That's a line that is never allowed to be crossed and everyone who has ever played football at pretty much any level, knows it.
There is no justification, there is no "well he started it", there is no excuse.

Having said that, it's also a moment in time that should not define Garrett's career.
His "indefinite suspension" is really only likely to be for the rest of the season, playoffs included. As you said, it's an appropriate punishment.
He's going to hear it from opposing fans, opponents and probably some of his own teammates when he returns. Hopefully, he'll deal with all of that appropriately because that guy has the potential to be a monster.
