If that is indeed their plan, why in the world did they ransom the teams next 2 drafts for a QB when Keenum/Mannion could've done the same thing and not cost them any picks?

Because they need someone more reliable than either of those two on 3rd downs. This is why I think they pick Goff. He is the more accurate of the two.
