A floor only does so much, the cheap teams will do everything they can to barely hit the floor. Doesn't "even things out" bc teams like LA, NY, CHI, BOS have huge markets and if needed will spend, spend, spend...who cares about luxury to an extent. If needed they can go with the Ohtani deferred contract (even though I think that is extremely rare). I would vouch for BOTH.needs a floor of about 200m far more.
