I believe they can, but depending on the reason for the termination of the contract, cap recapture penalties can be assigned to the team. See Richards, Mike and LA Kings.

thats been his status (and the jets cap status) since they suspended him. They couldnt really “fill” that space with comparable dollar contracts because buff was liable to wake up one morning and say he wanted to play again and end up screwing the jets more than he already has
