He is, not close IMO. He can get his shot whenever he wants and he's a better defender.

Also, if the Sixers are insistent on starting a guard that isn't JJ, give me Shamet over Fultz at this point. Shamet is going to be able to knock down shots, since he has a good form. I'm not even sure Fultz can make it to the rim on a 3 point attempt. Just brutal. And he's scared to take a shot outside the paint.

This Fultz starting thing won't pan out if he doesn't play better. Won't be surprise if by December that Redick is back starting.
