I wouldn't go that far. Wasn't he a second overall pick in the draft? Usually there's pretty high expectations (especially on QBs) that are taken that high.

He wouldn't be as big a bust if Chicago didn't trade what they did for him. Not to mention who he was drafted ahead of.

I don't think he is that high on the list for a couple reasons:
Other teams were not as high on him like the Bears were.
His career stats don't look like a major bust. Especially when compared to Leaf's.
63% completions, 40 TD, 23 INT's. 86.2 rating.
Close or better than others taken in the top 10 recently (Locker, Bortles, Rosen, Tannehill, Mariotta, Gabbert ect..)

Well, he was a top 3 draft choice who is going to never start again after this season. But...all time? No, probably not.

There are so many top QB busts. I mean, Heath Shuler, Rick Mirer, Ryan Leaf, Tim Couch, Akili Smith, and Jamarcus Russell all come to mind immediately.

Yes he was drafted early. Think back to draft day. Did you think it was a smart move? Did you expect he was going to be a good QB? Not that the book is written yet, but I sure didn't and still don't

He is on a pace to throw 16 TDs in a full season. That's pretty bleak for the NFL in 2019.

He likely may start again, they deemed it a hip injury, as to why they pulled him.

I'm the wrong guy to ask about that. I barely follow college football at all so I don't know usually know very much about the college players being drafted. All I know is that if a team takes you in the first round they usually are putting a pretty high value on you and they have pretty lofty expectations for you as well.
