It looks like there is some debate about that.
Either VT let the cat out of the bag early, or simply made a mistake there. They need to wait for the recruit to announce.
So let's just assume it's not announced yet, I guess.

Williams is a large 3* DT whose only other offers are Miami, USCe, and ECU. Strangely small offer list for a guy with those offers who only committed back in October. Miami already has 4 DTs committed (1 enrolled, 2 signed, 1 not yet signed), so I doubt he stays in state if this is true. Jimbo will have some fences to mend. Get a VT coach down there making inroads!
