In your example, whatever it is that is "54.5 per 100K" is your statistic ... expressing it "per capita" is just one of many ways it can be expressed. This can't be argued so STFU on this and continue on with your dumb argument with others.

I haven't seen the stats, but I do know that not many Cities are worse than Detroit, Michigan, Flint, Michigan, Gary, Indiana, and Camden, New Jersey. All in which are in the North.
