From Jeff Wilson:

Scherzer’s timeline is now tracking toward being available in late May or early June. The Rangers might not want to put him on the 60 in case his timeline continues to accelerate.

The Rangers are 5th in the MLB.com power rankings. They are topped by the Braves, Dodgers, Orioles and Phillies.
The guy who wrote the article still has questions about Carter and Langford, the bullpen, and the rotation. I think by the end of April those questions will be retired, unless there are some key injuries.
I have no questions about Carter and Langford. Even if they both hit 275 with 15-20 hr and 60-70 RBIs they will be helping us.
Honestly this is at a low end. My hunch is that one of them if not both will be near 300 25-30hr 80-90 RBIs

The thing that helps Foscue is he offsets so many bangers in the lineup and we need a RHB off bench or to platoon

And the thing that "temporarily" helps Walsh is he is an established 1B and nobody else is. Even when we had Garver who was the backup Lowe only got 1 day off.. Even if Walsh is kept I think it will only be long enough to showcase him for a trade, unless more injuries crop up to keep him around...

For Scherzer's sake it's better if they do put him on the 60 to keep him from over doing it like he often does if he gets the chance...

This is who Jeff Wilson is guessing will be in the bullpen.

RHP Jose Leclerc, RHP David Robertson, RHP Kirby Yates, RHP Josh Sborz, RHP Marc Church, RHP Jose Urena, LHP Brock Burke, LHP Jake Latz

Evan had this to say about who will be kept beyond Leclerc, Sborz, Yates and Robertson.

"The Rangers still need to settle on the first line of defense in the bullpen, mostly multi-inning middle relievers. There are probably three spots left open, two of which need to be guys capable of going more than one inning."

"Jose Ureña, who started against Chicago Sunday, and Adrian Sampson, who starts against Seattle on Monday, might be candidates for one of those spots. The question to answer: Would top pitching prospect Jack Leiter be served more by pitching in that long relief role in the majors or working as a starter in the minors?"

"For the other two spots, Grant Anderson and Marc Church have been the best two relievers in camp, combining to allow one run in 15.1 innings."

So Evan thinks Anderson and Sampson stick in the pen and Jeff says Latz and Burke. They both seem to agree on Leclerc, Sborz, Yates, Robertson, Church and Urena.
