Forget logistics and other sports for a second. There are some G5 programs that deserve to be competing at the top level, since they have a ceiling in the the current playoff structure.
Here are some programs that come to mind:
BYU - has won a natty. Puts a competitive team together a lot of years.
Houston - old SWC school that has recently upgraded facilities. If Baylor and Tech are in they should be too.
Cincinnati - big school, good location and stadium, rivalry with Louisville
UCF - 2 major bowl appearances the last 5 years. Good market.
Boise St - imo the most impressive G5 school
UConn - has a good history
Memphis - great location, recent success
Colorado St - growing student body. New facilities.
SDSU - big population and no Chargers in the city anymore
2nd tier:
USF
Temple
SMU
